UK and Scottish government Governments Clash Over Footing the £24.5m Bill for Donald Trump and JD Vance Trips

The British administration is being called upon to "step up" and cover the £24.5 million cost incurred during recent trips by former President Trump and Vice-President Vance to the Scottish nation, according to a top Holyrood official.

Significant Estimated Expenses Revealed

Provisional costs totalling nearly £24.5 million for the two working visits have been published by the Scottish government.

Public Finance Minister McKee described the Westminster's unwillingness to provide funding as "ridiculous," stating that both trips were obviously work-related, noting that the American leader held discussions with European Union chief Ursula von der Leyen and UK prime minister Sir Keir Starmer during his July visit in the northern nation.

Particulars of the Visits and Associated Policing Costs

Donald Trump toured his golfing resorts at Turnberry and Menie in Aberdeenshire over a week-long period in the summer, while US vice-president JD Vance spent approximately four days in Ayrshire in August.

In a written communication to the Treasury’s chief secretary James Murray, Finance Secretary Shona Robison wrote that the visits placed "significant strains and costs on Scottish public services, especially the Scottish police force."

The Scottish government estimates that the estimated expense for securing the president's trip by itself was £21m, which reflected maximum daily assignments of over four thousand police, while costs for the VP's visit were approximately £3m.

Complex Policing Operation

This extensive security mission was the largest in Scotland since the death of Queen Elizabeth II in 2022, and included regional police, national divisions, volunteer officers and officers from across the UK for expert assistance.

The Finance Secretary wrote: "Following your decision not to provide funding to the Scottish government for expenses incurred in connection with the trip of Donald Trump to the nation in July 2025 and the following trip of VP JD Vance, I am contacting you to ask that you review this decision and provide complete repayment for the cost of the visits."

Westminster Reply and Past Precedent

The British administration stated that the trips were personal and "not part of official government duties." A representative added: "Holyrood are responsible for policing costs in Scotland as per agreed devolved funding arrangements."

While the Finance Secretary referenced past instances where the British administration covered the cost of Trump’s 2018 visit to the nation, it is understood that visit followed a official UK government invitation, in which instance it included protection expenses under its statement of funding policy.

"Westminster must take action and pay. I think it’s ridiculous, it was clearly a official trip … Particularly when you have the PM Sir Keir meeting with the president, having press conferences with him, conducting international business with him, its really stretching the bounds of credibility to say this was just a personal vacation."
